Ambassador Zain
Is he still standing there outside of Ascalon? If so...why doesn't he try to kill us or something? Why doesn't he run? He still seems so calm, even though his leaders have been driven out of power in Kryta, so not only does his message mean nothing now, but he's considered an enemy of Kryta.
Side note: Does he have anything to do with Evennia's disappearance?

It's due to mechanics. Unless there's a script influencing an area (e.g., Halloween, War in Kryta, Lux/Kurz border, and for some activation or completion of a quest or mission - the last is mainly for NF and EN) the areas, be it a mission, outpost, or explorable, will be "stuck in time" - everywhere in Ascalon, with the exception of Evennia's short-lived appearance during the War in Kryta content and the two titan quests, is stuck in the year 1072 AE (Prophecies) prior to Rurik heading to the Shiverpeaks.

Which doesn't explain why the Krytan delegation was still in place when Evennia arrived, unless Evennia somehow time traveled back to 1072. Zain surely did not really stand there for seven years trying to persuade Adelbern, oblivious to Rurik and his band of refugees, the slaughter of all of the original Mantle leadership, and all the other events of the period. (Though Evennia shaking her fist in Zain's direction was a nice touch.)
I'd say there is a major continuity problem there that will need to be explained if we ever go back there to pick up Evennia's trail. ANet should have either removed Zain's party from the WiK version of Old Ascalon or offered an explanation at the time by changing Zain's dialog. Though, of course, any explanation is likely to verge on unbelievable. (Zain actually left years before, but then came back during WiK to either ask Adelbern's help or prevent Evennia from gaining it or both? Or his new mission was to recruit peacekeepers from among the disaffected portion of the population, tired of more years of war? Eh. Might work.)

I think it's more that the War in Kryta content never (really) affected quest-giving NPCs, and Zain's a quest giving NPC. That, or they didn't want to bother with that much effort for a situation that's minor to the plot - I call laziness on that.
Though we do know that Zain was not "oblivious to Rurik and his band of refugees."
My theory on Zain is that he was abandoned by the White Mantle - doubt they'd expend the effort of bringing back one ambassador when they're facing a war, and who knows how many people travel between Kryta and Ascalon (probably not many). For all we know, Evennia shaking her fist at him could of been the first word he's heard in years - and he may turn out like other White Mantle that are not of the norm.
